Manuel works on research and evaluation projects, including the Washington Educational Service Districts REL research alliance and the Wisconsin PEOPLE evaluation, among others. He earned a Master of International Affairs from Columbia University’s School of International and Public Affairs where he focused on economic development and quantitative methods for policy analysis. In the past, Manuel directed a supplemental education program in California—working with Title I Schools—and also has significant experience working on evaluation projects with international organizations.
As a person who faced many barriers because of my socioeconomically disadvantaged upbringing, I truly believe in the power of education to improve conditions and further social justice. Working at Education Northwest allows me to help improve the education system through rigorous research and evaluations.
