Regional Centers must provide frontline assistance to states to help them implement the Elementary and Secondary Education Act (currently known as NCLB of 2001) and other related federal school improvement programs and to help increase state-level capacity to help districts and schools meet their student achievement goals. Regional Centers must be embedded in regions and be responsible for developing strong relationships and partnerships within their regional community.

The content centers are responsible for providing—in their content areas—in-depth knowledge, expertise, and analyses to regional centers and the states they serve. Content centers disseminate knowledge about scientifically based research on effective practices and research-based products in their areas of specialty. The centers also provide experts to help regional centers deliver technical assistance to states.
